What form will your character's NV take? It will be a rather plain-looking cell phone, the type given to shinigami who patrol the living world in-Bleach universe.
Abilities
Character's Canon Abilities: Rukia is a shinigami, a psychopomp whose primary responsibilities are to ferry the souls of the dead to the afterlife known as Soul Society (unless the souls were so evil in life that they go to hell, in which case things seem to take care of themselves) and cleanse corrupted souls known as Hollows by destroying their masks. More specifically, her abilities include:
Swordsmanship — Rukia wields a zanpakuto (lit. soul-cutter sword) as all shinigami do. In its base form, it resembles a katana blade, and Rukia is fairly proficient in using it in zankjutsu, one of the four main fighting styles of the shinigami. When Rukia executes her sword’s first-level release, shikai, it becomes a pure white blade with a ribbon and is capable of three powerful ice-based attacks, or “dances.” Note: all zanpakuto are sentient, though it is extremely unlikely they will interact with anyone but their owner/soul partner.
Kido — Shinigami magic is primarily divided into categories of spells that bind, heal or destroy. Chants are generally needed to use a kido spell unless the caster is very skilled; they can also be combined. Rukia is known to be more skilled at kidou than zanjutsu.

Character Personality: “Guarded” is probably the best word to use for most people’s initial impression of Rukia. She spent her early years in a dangerous district where she and her friends faced numerous obstacles to survival, and that is where she lost most of those friends. The later losses of Renji’s friendship (temporarily) and her mentor Kaien only made her better at keeping her feelings close and hidden, as did the restrained, non-emotionally showy atmosphere in the Kuchiki household. As a result, years later, she is not at all forthright with her emotions, be they positive or negative, and tends not to volunteer more information about herself than is necessary.
But get underneath her guard, and Rukia is a person of strong emotions that run deep. She has an especially strong sense of duty; as a shinigami, though she is held back from promotion for many years, she is devoted to carrying out her assignments, and when her power is transferred to Ichigo early in Bleach, she takes great pains to point out the seriousness of those duties and what it will mean for him to follow through on them. (This is also where her stubborn streak comes in handy.)
Rukia is also a very loyal person. Despite her tendency to hold people at arm’s length, once a friendship is established, it is not easily lost; for example, she easily rekindles a friendship with Renji after a decades-long estrangement, and after only knowing Orihime for a few months, Rukia takes the initiative to reassure her when she’s feeling useless and train with her so she won’t be.
In fact, that is a feeling Rukia knows very well, because though she can exhibit a surface layer of haughtiness, there is a streak of insecurity and self-doubt that for a long time went hand in hand with a huge amount of guilt. All her losses and her unwilling killing of Kaien combined to create a part of Rukia that believed she was lacking, inferior, unworthy, and when her death sentence was handed down, she believed she deserved it. It was only the steadfast support of old and new friends who came to rescue her that made her begin to believe otherwise, so she could truly start to heal for the first time. By the time of her post-timeskip canon point, it’s clear that Rukia has grown a great deal of self-confidence, enough that she can fulfill the duties of a vice-captain, but she’ll always remember what it felt like to not be able to believe in herself. Her increased sense of maturity and emotional comprehension over the course of the series has also helped her be perceptive when it comes to other people’s feelings, and while she has a lot of love for her friends, it can be tough love—she doesn’t hesitate to call them out if they’re not being honest with themselves, or if they’ve hurt another friend. Under the right circumstances, Rukia can be pretty good at giving a metaphorical kick to the head...sometimes a literal one, too.
For all her emotional issues, Rukia retains a certain snarky sense of humor, as well as a sense of wonder for what the living world can produce. (She also exhibits a lack of self-awareness when it comes to her ridiculous, over-the-top schoolgirl routine she puts on when trying to pass as a modern day teenager...then again, it tends to work.) She’s also more capable of opening up to certain people under the right circumstances. Though she's not one to get very sentimental, she can show her emotions in a serious manner in the right situation; otherwise, as they say, a kick to the head means "I love you" and she expects the ones closest to her to understand that.
Character Plans: Rukia will likely resort to old tricks and try to pass herself off as a cheerful, normal human teenager, but since she’s not the only one from her world here, it’s unlikely to last long. Rukia in the living world is alternately humorous and a refreshing perspective in canon, so I expect that to continue in Siren’s Port, especially given that she’ll be rather startled that shinigami aren’t exactly unknown. Beyond the culture clash, she’ll want to keep to her duties as best she can—at least, to the spirit of them. She’ll also be glad to see some familiar faces, though concerned that they’ve been trapped here.

[Surprisingly, the person looking into the camera when the NV turns on doesn’t seem as frightened or confused as many newcomers. In fact, she’s smiling, and the smile almost seems...sparkly.]
Oh! Is this on? I wasn’t sure if it would work. They told me I could speak with the other newcomers to this city with it, but I’ve never been very good with cell phones.
[She looks uncertain for a moment, and then the smile returns, its wattage approximately doubled.]
It’s nice to meet you, everyone! My name is Rukia. It’s very strange how we all arrived here out of nowhere, isn’t it? I wasn’t doing anything very important at home, but I still want to go back there. But I suppose if it were that easy, they wouldn’t have a whole system set up for us, would they? I’ll just have to be patient.
By the way, is anyone else from Japan?

Well, that hadn’t gone as planned. But maybe it was for the best; she’d passed as a student in Karakura for only a little while, and it had been somewhat exhausting. Donning that disguise here, in a living world that wasn’t her living world, and foreign to boot...it hadn’t been her best plan, though she had the excuses of shock and short notice.
Time for a new plan. If what they said was true and people could be trapped here for months—years even, though she refused to imagine such a thing in her case—then she had to get to know this city as if it were her assigned territory.
In a way, Rukia supposed it was.
They’d also said there were monsters here. From her vantage point on the telephone pole out in the darkness, she could believe it. There was a sinister quality to the air that made her skin crawl. If this were the world she knew, she’d be on the lookout for multiple Hollows.
Just then something out there howled, as if it could read her mind, and she snapped to attention. No, not a Hollow—but possibly just as dangerous, and if she was out here tonight, it was likely she wasn’t the only one. And even if she was, it was necessary to take the measure of the creatures she might fight here.
Rukia drew her sword and smiled as she leapt off the pole. It was a different world, perhaps, but the feel of her soul’s partner was still there as she gripped the blade. No, she wasn’t alone out here at all.
